In addition to the SMEs themselves, medium-sized companies, research institutions and universities can also participate as partners in consortia projects. The KMU-innovativ programme supports research and development projects that have the potential to develop innovative products, processes or services. The KMU-innovativ funding is provided in the form of non-refundable subsidies and is governed by the administrative provisions of § 44 of the Federal Budget Ordinance, as well as the relevant guidelines of the BMBF. The maximum grant available to commercial enterprises is 50% of eligible costs, with an additional 10% available for small and medium-sized businesses (SMEs). Universities and other research institutions are eligible for up to 100% funding for their project-related expenditure, in addition to a project flat rate of 20% for universities. The level of funding is dependent on the nature of the planned work. The proportion of research to development work is a key factor in determining the level of funding. It is essential that the planned expenditure is appropriate and necessary, and that it is deployed in a suitable manner. There is no set upper limit for the funding, allowing the funding to be adapted to suit the specific requirements of the project.
